Code of Law for Civilization VI Gameplay
This Code of Law is a community-created document and is not affiliated with, endorsed, sponsored, or specifically approved by Firaxis Games, 2K Games, or their subsidiaries.
Section I: General Provisions
Purpose and Scope
Art. 1. This Code of Law (hereinafter referred to as "the Code") establishes the rules, ethical standards, and procedures governing the conduct of players engaged in Civilization VI gameplay.
Art. 2.
- I. The Code shall apply to gameplay sessions where all participating players are listed in the Official List of Agreement Participants (hereinafter referred to as "the List").
- II. By participating in a gameplay session where this Code is in effect, all players agree to abide by these rules and accept the procedures for dispute resolution outlined herein.
Art. 3. In sessions where one or more players are not on the List, this Code shall not be binding. However, Listed Participants are encouraged to adhere to its principles to the extent possible, promoting fair play and ethical conduct regardless of the game's composition.
Definitions
Art. 4. For the purposes of this Code, the following terms shall have the meanings hereby assigned to them:
- I. "Player" refers to any individual engaged in a Civilization VI gameplay session where this Code is in effect.
- II. "Participant" refers to any individual who is listed in the Official List of Agreement Participants.
- III. "Gameplay Session" refers to a single game of Civilization VI, from start to finish, involving two or more players.
Official List of Agreement Participants
Art. 5. The Official List of Agreement Participants shall serve as the definitive record of individuals who have agreed to abide by this Code.
Art. 6. The List shall contain the following information for each Participant:
- Full Name
- Date of agreement
- Region or time zone
- Unique identifier
Art. 7. Eligibility for Agreement Participation:

Any individual may become a Participant in this Agreement, subject to the following conditions:
- The individual must be a human being;
- The individual must not already be listed in the Official List of Agreement Participants.
- II. Upon meeting these criteria, an individual may be added to the Official List of Agreement Participants, as outlined in Article 6.
Art. 8. Right to Exit the Agreement:
- I. Any Participant may choose to leave this Agreement at any time, without providing justification or facing any penalties.
- II. Upon expressing the desire to exit, the individual shall remain bound by the provisions of this Code until the conclusion of all Civilization VI gameplay sessions in which they are currently participating.
- IV. The exiting Participant's name shall be promptly removed from the Official List of Agreement Participants upon receipt of a written request to exit.
Art. 9. The List shall be maintained and updated regularly by designated administrators.
Art. 10. The List shall be made publicly available for reference and verification purposes.
Section II: Fair Play and Ethical Conduct
General Principles
Art. 11. All Players shall conduct themselves in accordance with the principles of fair play, honesty, and respect for fellow competitors.
Art. 12. Players shall refrain from any action that may bring the game, the community, or this Code into disrepute.
Communication Standards
Art. 13. In all instances of verbal or written communication, Players shall maintain a respectful demeanor towards fellow participants. The following behaviors, when performed excessively, are expressly prohibited:
- I. Use of insults, with particular emphasis on refraining from personal attacks directed at individual Players;
- II. Employment of irony or sarcasm as a means to denigrate or belittle a Player's in-game military strength, or any other measure of their strength or progress within the game.
Art. 14. Players are hereby notified that the behaviors outlined in Article 11 are not conducive to fostering an enjoyable gaming environment and may be indicative of a lack of confidence on the part of the offending party.
Art. 15. Notwithstanding the provisions set forth in the preceding articles, the act of conveying false or misleading information to other Players, commonly referred to as "lying," is expressly permitted within the context of gameplay. Such actions are recognized as potential strategic elements within the game and shall not be construed as violations of this Code.
Gameplay Procedures
Art. 16. Every Player shall have the unequivocal right to pause the game for any reason, including but not limited to personal needs for a break, with the following provisions:
- I. This right shall not be exercised for the sole purpose of stalling the game or gaining an unfair advantage;
- II. Players are encouraged to communicate their intent to pause and provide an estimated duration of the pause when feasible;
- III. Other Players shall respect this right and refrain from pressuring a Player to resume the game prematurely.
Art. 17. During an ongoing voice call among Players, the playing of music through speakers that can be heard by other participants in said call is strictly prohibited. For synchronized music listening during gameplay, Players shall refer to the procedures outlined in Article 18.
Art. 18. For the purpose of listening to music collectively, the online platform SyncTube shall be utilized. The following provisions shall apply:
- I. Any Player has the right to initiate a vote for synchronized music listening. If an absolute majority of Players agrees, all Players are obligated to join the SyncTube session.
- II. Any Player has the right to add a single music selection not exceeding 10 minutes in duration. After one Player's selection, the next addition must come from a different Player.
- III. Players shall exercise this right to a reasonable extent, giving due consideration to the musical selections of others.
- IV. Any Player may adjust their local playback volume of the SyncTube music, including the option to mute it entirely.
- V. In the event that SyncTube is undergoing maintenance or the service is otherwise unavailable, an alternative platform shall be utilized if such an alternative exists.
Section III: Game Settings
Art. 19. Unless an absolute majority of Players disagrees on specific settings, the following standard rules shall be applied to each Gameplay Session:
- I. The most recent version of the Better Balanced Game (BBG) mod, as published by the Civilization Players League, shall be utilized.
- II. In the event that the BBG mod is employed, the "Balanced Settling Resources" option shall be set to the maximum setting and applied exclusively to the capital city.
- III. The game map type shall be set to "Pangea".
- IV. Map size shall be determined based on the number of participating Players. In cases where the Player count falls between two map sizes, a coin toss shall be conducted to determine the size. Should the smaller map size be selected, the map type shall be changed to "Lakes". Any disparity in the number of Players shall be addressed by adjusting the quantity of spawning city-states, with one city-state being considered equivalent to one Player.
- V. The "Monopolies and Corporations" mode shall be enabled.
- VI. If the BBG mod is in use, the leader pool shall be set to random, including leaders with controversial reputations, such as but not limited to Mohandas Karamchand Gandhi or Queen Tomyris.
- VII. The turn timer shall be set to "Dynamic", with the provision that it may be changed to "Static" during the course of the game.
- VIII. All remaining settings not explicitly specified herein shall be set to the default option as presented when initiating a new game.
Art. 20. The determination of whether shuffled technology and civic trees shall be enabled shall be subject to the following procedure:
- I. A random number generator (RNG) shall be utilized to select a Player from among all participating Players.
- II. The Player selected by the RNG shall have the sole authority to decide whether shuffled technology and civic trees shall be enabled for the Gameplay Session.
Art. 21. Modification of Turn Timer Settings:
- I. In the event that half or more of the participating Players express a desire to alter the turn timer settings, such changes shall be permitted.

The aforementioned alterations may include, but are not limited to:
- Changing the turn timer from dynamic to static or from static to dynamic;
- Modifying the duration of an existing static timer.
- III. The implementation of such changes shall be carried out promptly upon reaching the required consensus among Players.
Art. 22. Host Responsibilities and Limitations:
- I. The host of the Gameplay Session shall not unilaterally modify any game settings, either prior to or during the game, without obtaining general agreement from the participating Players.
- II. Any proposed changes to game settings must be communicated to all participating Players and shall only be implemented upon reaching a consensus.
- III. Upon reaching the required consensus for any changes, including modifications to turn timer settings as described in Art. 19, the host shall implement such changes promptly and within a reasonable timeframe.
Section IV: Enforcements
Art. 23. All Players participating in a Gameplay Session governed by this Code of Law shall be bound by its provisions and shall conduct themselves in accordance with the rules and principles set forth herein.
Art. 24. Amendments to the Code:
- I. Proposals for amendments to this Code may be submitted by any Player listed in the Official List of Agreement Participants.
- II. Adoption of amendments shall require a two-thirds majority vote of all Players listed in the Official List of Agreement Participants.
Violations and Consequences
Art. 25a In the event that the wrongful action can be reversed to restore the original state of affairs, such corrective action shall be undertaken.
Art. 25b If the wrongful action is not reversible and other articles in this Code do not specify otherwise, the Large Language Model Claude, developed by Anthropic, shall serve as the adjudicator for determining if a violation of the Code has occurred as well as the appropriate compensation for the affected parties.
- I. If possible, the prompt should be drafted by an impartial party.
- II. The prompt submitted for adjudication must include arguments from both sides, if available, as well as the defendant's possessions, including gold, gold income, the number of great works, and the number of cities.
- III. The most advanced iteration of the Claude model available shall be utilized for this purpose.
Art. 26 Violation of Article 11:
- I. In instances of wrongful actions constituting a violation of Article 11, compensation for emotional distress shall be administered in accordance with the provisions set forth in Article 25b.
- II. In cases where emotional damage is to be expected, its existence is presumed.
